17.12.2004 - Bruksel Zirvesi Hakkında Bildiri (İngilizce ve Türkçe)

Türkiye Avrupa Vakfı,Yönetim Kurulu 18 Aralık 2004 günü toplanarak Avrupa Birliği Konseyi’nin 17 Aralık 2004 tarihli Bildirisi’ni değerlendirmiş ve bu konuda aşağıdaki açıklamanın kamuoyuna duyurulmasını kararlaştırmıştır.

Avrupa Birliği’nin 17 Aralık Brüksel Zirvesi Türkiye’ye müzakere tarihi vermiştir. Buna göre, Türkiye ile Avrupa Birliği arasındaki tam üyelik müzakereleri 3 Ekim 2005 tarihinde başlayacaktır.

Brüksel Zirvesi’nin bu kararı, Türkiye’nin Avrupa Birliği’ne tam üyeliği yolunda önemli bir adım oluşturmaktadır. Karar, Türkiye’nin Avrupa Birliği’ne tam üyelik perspektifinin önünü açmış ve Türkiye Avrupa Birliği ilişkilerine yeni bir boyut kazandırmıştır.

Bu sonucun sağlanmasında, elbette ki, Türkiye Büyük Millet Meclisi’nin, Türk Hükümeti’nin, siyasi partilerin, sivil toplum örgütlerinin ve değişik halk kesimlerinin demokratikleşme doğrultusundaki çabalarının ve bu bağlamda gerçekleştirilen reformların payı büyüktür.

Zirve’nin Türkiye’ye Avrupa Birliği’ne tam üyelik yolunu açan bu kararı,  Avrupa bütünleşmesinin gerçekleşmesi bakımından da anlamlı bir ilerlemeyi yansıtmaktadır. Avrupa Birliği, artık kıtasal bir güç olma yoluna girmiştir.  Ama daha da önemlisi,  Avrupa Konseyi Türkiye’ye tam üyelik perspektifini açarak Avrupa Birliği’nin küresel düzlemde varlık göstermesi vizyonunu benimsemiş görünmektedir.

Ne var ki, Brüksel Bildirisi’nde Kıbrıs konusunun birincil sorun düzeyinde ve müzakerelerin başlaması bakımından da adeta önkoşul şeklinde öne çıkmış olması ve ayrıca, Türkiye için öngörülen müzakere koşullarının Avrupa Birliği uygulamalarında ve müktesebatında bugüne kadar eşine rastlanmamış bir çerçevede benimsenmiş olması, Avrupa Birliği Konseyi’nin Türkiye ile ilişkiler konusundaki sorunları henüz yeterince aşamadığını göstermektedir. Avrupa Birliği Konseyi’nin Türkiye’ye yönelik bu yaklaşımı, Avrupa Birliği’nin küresel düzlemde varlık gösterme vizyonuna gölge düşürücü niteliktedir.

O nedenle, Avrupa Birliği’nin Kıbrıs’taki her iki halkın hak ve çıkarlarını gözeten ve uluslararası hukuk kurallarına uygun çözümü için katkıda bulunması ve Türkiye ile müzakere pratiğini tüm öteki üye devletlere uygulanmış biçimiyle gerçekleştirmeye çalışması, Türkiye kamuoyunun haklı beklentisi içerisindedir. Bu beklentinin yerine getirilmesinde Avrupa Birliği’ni yeni vizyonu içinde kavrayan Avrupa Birliği üyesi devletlerin ve Avrupa kamuoyunun aktif desteğine gereksinim olduğu açıktır.

Yaşanan gerçekler gösteriyor ki, Türkiye Avrupa Birliği ilişkileri Avrupa Birliği’nin küresel bir vizyonu benimsemesi ölçüsünde gelişecek ve yeni bir nitelik kazanacaktır.

İçinde bulunduğumuz bu sürecinin gelişmesinde  tüm kurum ve kuruluşlarıyla Türkiye son derece önemli görevlerle karşı karşıyadır.. Ülkemiz açısından zorlu bir dönemin yaşanacağı açıktır.. Ama Türkiye, Mustafa Kemal Atatürk’ün genç cumhuriyetimizin kuruluşundaki atılımcı tutumundan ve deneyiminden esinlenerek bu yolda kararlılıkla yürüyebilir.

Bu çerçevede reform uygulamalarının aktif izleyicisi olarak sivil toplum örgütlerinin işlevi de özel bir önem kazanmaktadır.

Türkiye Avrupa Vakfı, kendini bu sürecin ayrılmaz bir parçası olarak görmektedir. Kuruluşundan bu yana Avrupa Birliği ilişkilerini her yönüyle tartışmaya açarak halkımızı aydınlatmaya çalışan Vakfımız önümüzdeki aşamada da bu görevini ilgili kuruluşlarla birlikte ve etkili bir biçimde sürdürecektir...

The statemant below, which is the evaluation of the Board of Trustees of Turkey Europe Foundation regarding the final declaration of the European Union Council on 17 December 2004, had been submitted to Presidency of Turkish Republic, Prime Ministry, Ministry of Foreign Affairs, European Union General Secretariat, General Presidencies of Political Parties, and to the Delegation of the European Commission to Turkey

The evaluation of the Board of Trustees of Turkey-Europe Foundation concerning the 17 December 2004 final declaration of the European Union Council

Turkey-Europe Foundation, held a meeting on 18 December 2004 in order to evaluate the declaration of European Union Council dated 17 December 2004 and decided to submit the following evaluation to the public.

The Brussels Summit of the European Union on 17 December has given Turkey a definite date for starting the negotiations. The negotiations for full membership between the EU and Turkey will begin on October 3, 2005.

This decision of the Brussels Summit constitutes an important step for Turkey on her way to being a full member of the European Union. The decision opens the way for Turkey’s full membership perpective and leads to a new dimension in the relations between Turkey and the EU.

In obtaining this result, the efforts of the Grand National Assembly of Turkey, Turkish Government, political parties, non-governmental organisations and various public sectors definitely played an important role in the process of devising and implementing political reforms.

The decision of the Summit that opens the way for Turkey’s full membership reflects a meaningfull progress for the realization of the full integration of Europe.  From now on, the European Union is on the way to be a continental power. But what is more important is that by opening the perspective of full membership to Turkey, the European Council appears to have adopted a vision of the European Union as a global player.

On the other hand, the European Council does not seem to have come to full grips concerning Turkish EU relations as, for instance, in the Brussels declaration it has made the Cyprus issue about a precondition, also as it has devised negotiation conditions with Turkey within a frame seen neither in the previous implementations to other countries and nor in the acquis of the EU. This approach of the EU Council about Turkey overshadows its very vision of making the EU a global player.

Therefore, the Turkish public opinion rightfully expects the EU to contribute to reaching a final solution in Cyprus that respects the rights and the benefits of both sides, that is compatible with the rules of international law, and that also brings the negotiations with Turkey along lines implemented to all other candidate states. To fulfill this expectation, there is need for active support in this direction of those Member States and public opinion which fully realizes the global vision for the EU.

Actual developments and realities indicate that the Turkey-EU relations will progress and achieve a new dimension only as the EU adopts this global vision.

To register progress in this direction, Turkey too is faced with very important tasks with all of her structures and institutions. No doupt it will be a difficult and tough period for our country. But Turkey can walk steadily and determinately along this path, inspired by the revolutionary and reformist approach of Kemal Atatürk, the founder of the new Turkish Republic during the initial years.

Within this frame, the function of non-governmental organisations also acquire a special significance as active monitors of the implemntation of reforms in Turkey.

The Turkey-Europe Foundation, considers itself as an indispensable part in this process. Our Foundation, which aims to enlighten the public by discussing all aspects of Turkish-EU relations, will continue to fulfill this function in the future phases of this process, in cooperation with all other related institutions.
